04Frameworks & Thought Leadership

Tim is also the creator of the Member Outcomes Compliance Audit (MOCA™) framework, an innovative governance and regulatory methodology that shifts institutional focus from process compliance to member outcomes.

In addition, Tim developed the MOCA Maturity Index (MMI™), a strategic institutional maturity assessment model that enables organizations to evaluate and improve their governance maturity, operational effectiveness, service delivery capability, technology readiness, and member-centric performance.

PREFERMENT™ is a ten-pillar life-design framework for the post-career years, introduced in Timothy Mukoba’s book From Retirement to Preferment. It challenges the idea of retirement as an ending and repositions it as preferment: a promotion into a new season of advancement rather than withdrawal. The framework guides retirees across purpose, relationships, health, finances, contribution, meaning and legacy, helping them build a life of continued contribution and fulfilment.

Rethinking Retirement in Africa: 10 Conversations the Pension Industry Must Have is a ten-part thought-leadership series built on one central thesis: Africa does not have a pension problem, it has a retirement-outcomes problem. The purpose of a pension system is not simply to accumulate assets, but to produce better lives in retirement. The series moves through ten connected conversations: purpose, inclusion of the informal economy, how success is measured, retirement adequacy, healthcare, trustee governance, PensionTech, the role of pension capital, decumulation and retirement income, and finally accountability. Rather than ten separate articles, it reads as a single manifesto for rethinking Africa’s retirement-benefits ecosystem. It ends with the question at its heart: who owns the member’s retirement outcome?
